textarea broken height in fd5

I am migrating from fd4 to 5, everything went smooth except in fd5, the text area I used in the navigation bar height does not match the height of the button next to it. It is thicker.

I downloaded a custom foundation, and only mods I made to default foundation is using 16 columns and a total em width of 83 instead of the default 62.5. I also use custom fonts.

When I use google chrome's inspect tool, the textarea shows padding: 0.5rem, and height: 2.3125rem.
To fix it I used padding: 0.36rem and height: inherit. but a global policy like that breaks text areas in other places.

What could be wrong? Why does the text area not match the height of the row it is in (e.g. such as the button in it correctly uses).
