css not being applied

I am building a first Foundation web site and am having trouble getting the site to style the pages. The issue is that I am trying to set up seo urls. If I go to index.php?articleid=1 everything works fine. If I go to index.php/1-ArticleTitle, the page is not styled. This is strange because I used the php file_exists function and in both instances, the css folder is being reported as being available.
