Foundation install trouble in El Capitan

I am having the hardest time getting Foundation 5 to install on my Mac running El Capitan. I have Node/Git/Bower all installed, I even tried using Homebrew, and no matter what I keep getting a Terminal error. Any thoughts?

ERROR: While executing gem ... (Errno::EPERM)
Operation not permitted - /usr/bin/foundation

Have you tried sudo gem install ....

There might be some issues with the rootless changes in El Capitan.

You may have some permisioning to work around, this might help - https://gorails.com/setup/osx/10.11-el-capitan

I did try that, but what seemed to be the problem was which Ruby install I was using. I installed RBENV and figured out how to use that install, and things seem to all be working now. I never had a problem before El Capitan, so Apple's new SIP must be the issue. I could install all of the dependancies like Node and Bower in /usr/local, but Foundation would always fail.

I am not the kind of person that actually knows what he is doing in the CLI (so much for the disclaimer), but on https://github.com/sass/sass/issues/1768 someone suggested to run
sudo gem install -n /usr/local/bin GEM_NAME_HERE
and indeed
sudo gem install -n /usr/local/bin foundation
seemed to work.

A shame that Apple did not test this, though.
