Does foundation detect the device or does the web browser pull the correct files for display?

Neither actually. A site designed with RWD (responsive web design) adapts the layout to the viewing environment by using fluid, proportion-based grids, flexible images, and CSS3 media queries. This means, Foundation allows you to design a site that works on all devices, not just specific screen widths.
As a designer or developer, this takes a new approach to making sites. It is a mobile first mentality meaning that we need to think about how the site will work on mobile and keep the functionality you will offer on larger screens, maybe with less fluff.
