I have a foundation page, that when resized in Chrome it views wonderful; however on mobile (image) it appears like a desktop and I can't resize it.

You are missing some very important components that belong in the head of your document.

<link rel="stylesheet" href="stylesheets/app.css" />

The meta tag for viewport is what makes responsiveness happen.
