Thank you, Ryan.
Unfortunately changing permalink mode doesn't help me. I tried it.
What is very strange is that on a basic JointsWP the CF7 ver. 4.9 works fine, but on my template, based on JointsWP, it doesn't works at all. The loaded javascript was exactly the same. I start to thinking about something in css, but... what the heck does the data type in an array in a json call with css ?I always thought that there were logical, compilation, runtime, syntax errors in computer science, but it is the first time I come across a mystical bug... :-)
Many thanks for your kindly support, Ryan.

Thank you Ryan. After further investigation, I can tell you that:
1 - I disable all plugins with no results.
2 - The problem is present with CF7 ver 4.9. On ver. 4.7 all works fine.
3 - On a naked JointsWP CF7 ver 4.9 also works fine !
4 - On a my theme developed starting from JointWP the problem is that when I submit form the mail notification works, the datas in database were written, but the form page don't refresh and the spinning circle run indefinitely.This in nginx log:
2017/10/09 16:34:07 [error] 10261#10261: *4106 FastCGI sent in stderr: "PHP message: PHP Warning:  explode() expects parameter 2 to be string, array given in /var/www/example/wp-includes/rest-api/endpoints/class-wp-rest-attachments-controller.php on line 742" while reading response header from upstream, client: xxx.xxx.xxx.xxx, server: example.com, request: "POST /wp-json/contact-form-7/v1/contact-forms/251/feedback HTTP/1.1", upstream: "fastcgi://unix:/run/php/php7.0-fpm.sock:", host: "example.com", referrer: "http://example.com/subscriptions/"

Found it, with a little of javascript (wordpress style).

 jQuery(document).ready(function( $ ) {

// media query event handler
if (matchMedia) {
        //The same value of $small-range
  var mq = window.matchMedia("(min-width: 1025px)");
  mq.addListener(WidthChange);
  WidthChange(mq);
}

// media query change
function WidthChange(mq) {

  if (mq.matches) {

                if($(document.body).hasClass('f-topbar-fixed')) {
                        $( ".site_name a" ).css( "display", "inline-block" );
                } else {
                        $( ".site_name a" ).css( "display", "none" );
                }

                $( window ).scroll(function() {
                            if($(document.body).hasClass('f-topbar-fixed')) {
                                      $( ".site_name a" ).css( "display", "inline-block" );
                            } else {
                                      $( ".site_name a" ).css( "display", "none" );
                            }
                });

  }
  else {
                $( ".site_name a" ).css( "display", "inline-block" );

                $( window ).scroll(function() {
                                      $( ".site_name a" ).css( "display", "inline-block" );
                            }
                );
  }

}

});

I resolved (not in brillant way) putting "!default" in _global.scss.

// Media Query Ranges
$small-range: (0em, 40em) !default;
$medium-range: (40.063em, 64em) !default;
$large-range: (64.063em, 90em) !default;
$xlarge-range: (90.063em, 120em) !default;
$xxlarge-range: (120.063em) !default;

Rafael, changin @import sequence priority doesn't work for me.
