I use both Foundation and Bootstrap and find Foundation with Sass to be better and faster for most projects. Foundation consistently introduces features that Bootstrap then rolls into a later release of its own. The mobile-first design philosophy is a great example of this. Plus I have more browser compatibility issues with Bootstrap than I do with Foundation. In short, use Foundation for your project.

Create the mobile layout first. Then create a custom Scss class for block 3 that hides it for medium screens and larger. Within that medium+ media query, have another set of styles that apply absolute positioning to block 3.
