I ran into this same issue and have created a pull request with my solution:

https://github.com/zurb/foundation/pull/6512

I was having issues with block grid equalizer and none of the proposed solutions worked for me. I eventually abandoned the block grid for the regular grid and it still didn't work for me until I implemented Danny Heran's solution.

My regular grid hierarchy is now:

.row{"data-equalizer" => ""}
  .small-12.medium-6.columns
     %div
       %div
       %div{"data-equalizer-watch" => ""}
         %ul
           %li
             %a
           %li
             %a
           ...
       %div
  .small-12.medium-6.columns
     %div
       %div
       %div{"data-equalizer-watch" => ""}
         %ul
           %li
             %a
           %li
             %a
           ...
       %div
  ...

I suspect I was running into the same problem since what I was trying to equalize only contained a ul

For anyone running into my style problems here is the override I used:

.top-bar-section {
  // Override Foundation's insertion of `h5` for the "Back" button for dropdowns
  .dropdown li.title h5 a {
    line-height: 1rem;
    font-weight: normal;
    font-size: 1rem;
    padding: rem-calc(12) $topbar-link-padding;

    &:hover {
      background: $topbar-link-bg-hover;
    }
  }
}

I have the same question but my symptom is this element is now styled differently than my other elements. Specifically: On hover bg breaks.
