Hi Rafi,
Thanks for the response and sorry for the delay getting bak to you.
1. No,the tooltip is not in a scrolling container.
2. I posted the site live so you can see the issue: http://desarch.robertrhu.net/residential/beverly-hills-california/. Hover over the graphic below the image slider to the right with the 4 arrow pointing out on all corners.

I figured out my problem. The app.js foundation initialization wasn't correct.
In the original package I downloaded had:
$(document).foundation();
I had to change it to:
$(document).ready(function(){
    $(document).foundation();
});
All my javascript is loading correctly now. :)

Thank you so much for the response.
I actually had done what've suggested earlier and it certainly does make it so the title-bar hides at medium and above screen sizes.
But it doesn't address the issue of the mobile menu displaying all the time, and the toggle does not work.
I'm fairly certain it is a javascript issue. I've also recently built an Orbit slider that is not functioning. The Foundation core Javascript isn't loading properly. Not sure why...
