None of the above worked for me, using Foundation 5. So I wrote this jQuery function:

         $(".filter-dropdown").on("click", function(){        
            if( $(this).next().hasClass("open") ) { 
                if( $(this).next().hasClass("clearDropdown") ) { 
                    $(this).next().removeClass("clearDropdown");
                } else {    
                    $(this).next().addClass("clearDropdown");
                }    
            } else {

            }
        });

And a CSS class:

    .clearDropdown { 
        left: -99999px!important;
    }

Not pretty but got it working on a deadline day!

For Foundation 5, you can go into your _settings.scss file and change these two lines to the values you want:
SCSS
$topbar-breakpoint: #{upper-bound($medium-range)}; // Change to 9999px for always mobile layout
$topbar-media-query: "only screen and (min-width: #{upper-bound($medium-range)})";

Yes exacty Andrew, I'm wondering if it can be controlled via the config.rb and/or Gemfile files? I know it will generate the Gemfile.lock for the project, something like (this is the one for my Foundation 4 project):

  remote: https://rubygems.org/
  specs:
    chunky_png (1.2.9)
    compass (0.12.2)
      chunky_png (~> 1.2)
      fssm (>= 0.2.7)
      sass (~> 3.1)
    fssm (0.2.10)
    sass (3.2.14)
    zurb-foundation (4.3.2)
      sass (>= 3.2.0)

PLATFORMS
  ruby

DEPENDENCIES
  compass
  sass (~> 3.2)
  zurb-foundation (= 4.3.2)
