I managed to sort it out by using the following:
// Start a server with BrowserSync to preview the site in
function server(done) {
browser.init({
// server: PATHS.dist, port: PORT **** Using local WAMP server instead
proxy: "http://localhost/Web_Development/Sites/zurbcms/dist/"
});
done();
}
I'm learning a lot but I'm finding the undocumented combination of an E6 gulpfile, gulp4, yml, json, and bower a huge challenge. For instance I cannot for the life of me work out how to add a new gulp process in this environment. A tutorial series just on the ZURB template would be incredibly valuable to me and I have seen other similar posts. I know you Zurbians have to actually earn a living so maybe a superuser (James Stone?) or TUTS will step up.....
References to any useful material on this would be much appreciated. Thanks for the awesome framework.

Thanks - I have finally got the CLI version working fine and loving it. 
PLEASE PLEASE someone - anyone - do a tutorial on the Zurb template. There is a lot to get the hang of. For instance the ECMA6 scripting in the GULP file had me going for quite a while.....
