I am also trying to implement a parallax scrolling site based on Foundation and not having much luck.
Same here any help will be appreciated.

This does not seem to affect the rate of the transition.

I was able to get my desired effect by changing

@if $callout-link-tint and hue($background) > 0deg {
    a {
      color: $link-color;

      &:hover {
        color: lighten($link-color, 15%);
      }
    }
  }

to

 @if $callout-link-tint and hue($background) > 0deg {
    a {
      color: lighten($link-color, 35%);

      &:hover {
        color: lighten($link-color, 75%);
      }
    }
  }
}

in _callout.scss

But is there a better way?
