So — perhaps the index.php?id=3 is not recognizable by magellan js
Or rather, the inclusion of the index.php?id=3 — is throwing magellan off. I tried inserting a forward slash. Next step, I'll turn on friendly URLs and see what the generated source code looks like.
 
After friendly turned on, result is portal.html/#tourPanel1

May be reaching some solution or at least defining the problem.
foundation docs show to insert # and then the name in the href.
My cms chokes with a simple null link "#", and sends the visitor to the home page. Instead I use a CMS tag to indicate self page. That is the [[~[[*id]]]]
This outputs to source code as: href="index.php?id=3#tourPanel1"
So — perhaps the index.php?id=3 is not recognizable by magellan js
The 3 is simply the index number given to this particular resource / web page by the CMS.

Thank you for responding and sending tips. Crazy — I've spent more time now tinkering with smooth scroll that it took me to acquire domain, set up CMS, and build my page layout. Ha! Always something simple to get hung up on.
I was hoping that the spelling correction would help, but no.
I'm inserting the magellan call in the ul that wrap the slides and text. Perhaps there is a conflict with the js? Although, in all my tinkering — the slide animation and text animations always work. 
I've also attempted inserting the data-magellan in the div that wraps the entire slider.
I need to review my source code output again and see how my id is being output.

 I modified my layout by inserting muliple sections just above my container where I want the scroll to so that each button in each slide is linking to a unique id. The anchor tag aspect works, but no smoothness to the scroll.
Maybe my container is just too close to the button?
I've checked for errors and none being generated.

I had my data-magellan in the wrong section, but after moving, it's still not working. The anchor tag aspect works, but just no smooth scroll.
I am using the min js for foundation and jQuery.
It may be that I am attempting to place the initial button multiple times. I have a slider and each slide has text, with a links to the same anchor location on the page. Basically the using can link from any slide in the slider to scroll down the page.
Maybe I need to create multiple anchor ids? But not sure multiple ids can be applied to the same section.

Thank you. It may be that I was not applying any data-options, assuming there was a default setting of some sort. I really appreciate your feedback.

Can't say. I honestly have not had time to go back in and generate a new download.

The very last line of the CSS and JS files had code relating to the css.map file and js.map, but it was actually commented out, so odd that it caused and error.

her is the example of the line in the foundation.css:
/*# sourceMappingURL=foundation.css.map */

I simply highlighted, hit delete, and the web page works great and no missing file error is generated.

    There are two errors in the console when you download the "Complete" package from this page: http://foundation.zurb.com/sites/download.html/ Open the HTML page, and you will see two "Failed to load resource" errors, due to missing map files.
